week 11 pickups

Lenny - Ive got a uestion for you regarding the week 11 pickups in league 8. If I understand the rule correctly, players dropped after week 9 cannot e picked up y any team. However, this week 2 players were picked up (a. ryant and m. ulger)that were dropped in week 10. I didn't think this was possile. Am I misunderstanding the rule or does a change need to e made to the rosters?
